This increases the distance between the plates to far beyond what is necessary for electrical insulation, only to serve a mechanical purpose. So, in aluminum electrolytic capacitors (and all electrolytic capacitors in fact), a trick is used to reduce the plate distance without actually putting the plates in very close proximity to each other.
One way to confirm suspicion of a bulged capacitor is to place a ruler on top of the capacitor with the edge touching the top. If the ruler will not stay flat, the capacitor is bulged.
Common causes of electrolytic capacitor failure include oxide perforation or shorts, often triggered by excessive leakage currents, and low capacitance, due to dried electrolyte. Electrolytic capacitors should be replaced if their capacitance falls under 80% of the nominal value. The oxide layer can be partially etched when the capacitor is left inoperative for a long period.
A simple way to evaluate the proper insulation of the capacitor is to remove the tube from its socket and measure the voltage drop across Rscreen, or VB+ minus Vload. Any leakage current of the capacitor increases the voltage drop across the upper limiting resistor. But the capacitor must be replaced only when this drop becomes excessive.
In circuit 1, capacitor leakage is represented as a resistor, R-leak, in parallel with the capacitor. The higher the leakage current, the lower the value of R-leak.
