To synergize climate mitigation with poverty alleviation, China has implemented photovoltaic poverty alleviation (PVPA) projects since 2014, with Anhui Province being among the initial pilot regions. However, further exploration is needed to determine the extent to which this policy can improve the economic status of poverty-stricken areas.
Photovoltaic Poverty Alleviation (PVPA) projects, which utilize the subsidies and income from PV power to alleviate poverty in rural areas, are part of a comprehensive energy policy innovation in China. It is expected that the projects will deploy at least 10 GW PV and benefit more than two million poor households in total by 2020.
There lacks a comprehensive analysis on the large-scale deployment of solar photovoltaic projects and its impact on poverty alleviation. Here the authors show that solar photovoltaic poverty alleviation pilot policy increases per-capita disposable income in a county by approximately 7%-8%.
Conclusions PVPA is an innovative integration project of renewable adoption and poverty alleviation in China. With the exploration and experience, China would act as the pilot for other developing countries confronted with the similar problems.
Covering 66.7 hectares (0.667 kilometers), it is one of the 31 projects helping villages shake off poverty by taking advantage of photovoltaic. Qinghai's solar power poverty alleviation projects have an installed capacity of 730,000 kilowatts of photovoltaic power, and are expected to generate 570 million yuan.
