Context: As India moves ahead with increasing shift towards renewable energy sources like solar and wind.There has been a greater focus on developing battery storage systems, which can store electricity. In this respect, there has been an increased focus on developing Pumped Storage Hydropower projects, which are giant batteries.
Any bidder from a country that shares a land border with India will be eligible to bid on this tender as far as they are registered with a competent authority. In April this year, the Ministry of Power released guidelines to regulate and promote the development of pumped storage projects in the country.
The Union Ministry of Power issued draft guidelines on pumped hydro storage projects in March last year and later for energy storage systems. Estimates say India has an on-river pumped storage potential of 103 GW.
On 16.01.2004, the Petitioner was awarded a contract for construction of Diversion Tunnels, Coffer Dams, Concrete Gravity Dams, Plunge Pools and Cutoff Walls of Subansri Lower Hydroelec- tric Project on river Subansri, with an installed capacity of 2000 MW, stated to be the largest Hydropower project yet in India.
India plans to add 79 hydropower projects with a total capacity of 30 GW, including 11 pumped-storage projects totalling 8.7 GW, during the period 2019-2020 to 2029-30. The country has an installed pumped storage capacity of 4.8 GW (end of 2021). Hydropower accounts for 12% of India's total capacity, with 51.4 GW.
Bids can be submitted until 12 March 2023. Successful bidders will enter into a Pumped Hydro Storage Power Procurement Agreement (PHSPPA) for a period of 40 years. Bidders will be responsible for pumping and discharging of electricity capable of 8-hour/day long-duration discharge from the pumped-storage plant (s).
Estimates say India has an on-river pumped storage potential of 103 GW. About eight projects (4745.60 MW) are presently in operation, four projects (2780 MW) are under construction, and 24 projects (26,630 MW) have been allotted by states which are under different stages of development, say sources.
