With this proposal, the Commission also aims to boost the circular economy of the battery value chains and promote more efficient use of resources with the aim of minimising the environmental impact of batteries.
The successful development of batteries and storage capacities in the EU brings together 2 important priorities for the EU: the European Green Deal (supporting the clean energy transition) and the digital transformation. The aim is to develop the best quality of storage design and the top quality user applications thanks to ongoing digitalisation.
The Council today adopted a new regulation that strengthens sustainability rules for batteries and waste batteries. For the first time EU law will regulate the entire life cycle of a battery – from production to reuse and recycling – and ensure that batteries are safe, sustainable and competitive.
The regulation sets targets for producers to collect waste portable batteries (63% by the end of 2027 and 73% by the end of 2030), and introduces a dedicated collection objective for waste batteries for light means of transport (51% by the end of 2028 and 61% by the end of 2031).
From a competition perspective, battery production is of increasingly strategic interest for the EU economy and society. This is why the EU supports and helps finance several initiatives that boost further innovation and uptake in batteries. Traditionally, most batteries on the market (in terms of electricity stored) were lead-acid batteries.
The European Commission presented a proposal for a regulation on batteries on 10 December 2020. The Council adopted a general approach on 17 March 2022. The European Parliament adopted its negotiating position in the plenary on 10 March 2022.

16.6: Batteries
Batteries. Batteries are devices that use chemical reactions to produce electrical energy. These reactions occur because the products contain less potential energy in their bonds than the reactants. The energy produced from excess potential energy not only allows the reaction to occur, but also often gives off energy to the surroundings. Some ...
