The plan to introduce the new tariffs was approved by the European Commission in early September. The new rules include cost reductions for the grid connection of PV systems not exceeding 500 kW in size, and the solarization of new buildings.
Incentives and policies applied in photovoltaic systems include feed-in tariff, self-consumption surplus energy, VAT exemptions in installations, research and development incentives in technology production, portfolio standards, projects, and large-scale installation tenders, etc. There are many studies in the literature examining these incentives.
The major types of PV subsidy policies used by different nations are increasing residual feed-in prices, income tax exemptions on income from power generation, and installation cost subsidies.
With the implementation of the 50% withdrawal of VAT policy for PV systems, the actual VAT rate is 8.5%. Compared to the original rate of 17%, this corresponds to an increase in the support feed-in tariffromby from $ 0.0032/kWh to $ 0.0065/kWh. The reduced portion of the tax will increase the efficiency ratby e 1–2% for the PV power station.
The analysis identifies key events and major policy shifts, such as the anti-dumping investigations in 2011, feed-in tariff rebates, the release of the "13th Five-Year Plan" for Solar Energy Development in 2016, and the "carbon peak and carbon neutrality aims" (dual carbon aims) proposed in 2021.
