When the battery is open you are measuring an open cell voltage. When the battery is in the system it's closed cell voltage under load. You are dropping some voltage across the internal impedance of the battery because your system is drawing current when the measurement is being made (so at the terminals the voltage is indeed lower).
So, the voltage drop is real — the measured voltage is what your load gets. The more current it draws from the battery, the lower is voltage it gets. When the battery is open you are measuring an open cell voltage. When the battery is in the system it's closed cell voltage under load.
A battery will reach approximately 0V when its capacity is fully discharged and a load is applied. As the battery is depleted, its voltage goes down. Most of the capacity is used up around 1 to 0.8V. (Please note that this is not a linear process, for the last bit of capacity the voltage drops significantly).
However, when I measure the voltage across the BMS P- cable and the Battery Pack's positive terminal, I am only getting 47V even though the pack measures 58V. I read that the BMS output is supposed to match the pack output, but can't think of anything I did wrong.
On another note, if you measure 0V from a li-ion, it might just be that its protection circuit has disconnected it from the terminals to prevent a deep discharge. Depending on how that protection circuit is designed, you can recover the battery by simply charging it. Or the protection circuit might act like a fuse and never reconnect the terminals.
