The solar industry encompasses so many manufacturing processes that the concept of ‘public support for solar PV manufacturing’ is an oversimplification. The production of a solar panel begins with quartz (SiO2), commonly found in sand. This is transformed into polysilicon by an energy-intensive process of melting and purification.
The EU mostly imports PV modules from China, which for the last decade has remained the global leader in PV manufacturing across the supply chain. This article aims to provide insight into the solar PV industry and the surrounding policy context, focusing on the manufacturing phase and its climate impact.
New solar PV manufacturing facilities along the supply chain could attract USD 120 billion investment by 2030. Annual investment levels need to double throughout the supply chain. Critical sectors such as polysilicon, ingots and wafers would attract the majority of investment to support growing demand.
In 2022, global solar PV manufacturing capacity increased by over 70% to reach almost 450 GW, with China accounting for over 95% of new facilities throughout the supply chain. The latest IEA data indicate that current (2024) module manufacturing capacity in China exceeds 800 GW .
Currently, the cost competitiveness of existing solar PV manufacturing is a key challenge to diversifying supply chains. China is the most cost-competitive location to manufacture all components of the solar PV supply chain. Costs in China are 10% lower than in India, 20% lower than in the United States, and 35% lower than in Europe.
A simplified analysis concludes on the suitability of the PV manufacturing process today and indicates the opportunities for the net-zero transition in the future. While the focus is on the carbon impacts of the solar PV industry, the authors also identify other relevant aspects (such as circularity), laying the ground for a future research.
